What's the difference between NIF and NISS in Portugal?

For newcomers to Portugal, NIF and NISS sound similar and create confusion. They're not the same thing, they don't come from the same authority, and you need both to legally work in Portugal. Here's the clear breakdown.
NIF — Tax number
- Authority: Tax Authority (Finanças)
- Purpose: Tax identification — anything involving money, contracts or purchases
- Who needs it: Anyone with economic interest in Portugal (resident, non-resident, student, investor)
- Typical document: PDF from the Tax Authority, accepted at banks and contracts
Without a NIF you can't open a bank account, sign a rental contract, or buy a car in Portugal. It's the most universal number.
NISS — Social Security number
- Authority: Social Security
- Purpose: Enrolment in the social security system — contributions, pensions, benefits, sick leave
- Who needs it: Anyone who'll work in Portugal (employee or self-employed)
- Typical document: PDF from Social Security, required by your employer
Without a NISS, your employer cannot legally declare you. No retirement contributions, no right to sick leave, no protection if there's a labour inspection.

Recommended sequence
- NIF first. Without a NIF you can't go anywhere in Portugal.
- Bank account next (needs the NIF).
- NISS next if you'll work (needs NIF to validate).
- Then, if needed, SNS User Number (needs NIF and address in Portugal).
Special cases
International student
You need a NIF to open an account and sign a rental. You only need a NISS if you'll have paid activity (paid internship, part-time job, etc).
Remote worker for a foreign company
If you're a Portuguese tax resident working remotely for a foreign company, you need a NIF (tax resident) and probably a NISS as self-employed (since your relationship isn't with a Portuguese company, you'll need to declare the activity yourself).
Pensioner moving to Portugal
You need a NIF to manage your tax situation (eventual NHR benefit). NISS no, unless you'll work.
